Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary grade for this position is 26. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $120,000 - $150,000.

About the Job

We are looking for an expert, hands-on, innovative applications programmer to lead Digital Transformation Initiatives. The Digital Transformation team is tasked with improving outcomes by designing, implementing, and maintaining digital forms and workflows that enable campus departments to transform their legacy business processes into highly integrated, streamlined, and efficient business processes, allowing innovation at the edge. The successful candidate must possess experience working with an expansive set of enterprise applications and business domains such as Hyland OnBase, DocuSign, Salesforce (CRM), or Mulesoft (API). With a focus on software development in languages like C/Java, JavaScript, and SQL. As the lead applications programmer, you will work closely with three other developers and end-users across the entire organization, including business and academics. The roles central focus will be to design and implement strategies to elevate the user experience that help meet the mission and strategic vision of the organization.

To further ensure success as an applications programmer, the candidate should have mastery level skills in operations, customer relations, code development/deployment, testing/quality assurance, process discipline, metadata management, and documentation. An outstanding programmer analyst will exhibit advanced application architecture skills and extensive industry knowledge that can transform developmental needs into human-centered and user-friendly digital experiences.

Key Responsibilities:

  1. Development: Leads the Digital Transformation Initiatives to Plan, design, develop, modify, debug, deploy and evaluate complex software for functional areas. Analyze existing software or work to formulate logic for new complex systems and devises algorithms. Identify, evaluate and recommend software products to support the Digital Transformation effort for the campus. Performs complex data analysis, design data sources, and test / debug complex software. Apply complex programming security practices. Provides system-level management for applications at the OS layer and above, manages and configures highly available applications using web servers, containers, caching, and other application technologies. Oversees the creation and maintenance of application help documentation.
  2. Project Planning, Collaboration & Change Management: Negotiates, develops and executes moderately complex test plans. Develops conversion and system implementation plans. Provides user training on conversion and implementation of the systems. Performs complex data modeling, performance, and integration testing and build interfaces for various internal and external constituents. Monitors and employs source code control techniques and configuration management for CI/CD.
  3. Business Process Modeling & Digital Transformation: Works with campus partners and develop future state business processes and computing applications to transform the way they perform work. Performs business process and application research independently, describe results in a detailed document or summarized presentations, and organizes them into features and user stories for Information Technology consumption. Transforms paper-based or legacy business processes into integrated and automated digital business processes. Develops current and future business process models using various process mapping and modeling tools, including MS Visio, Lucid Chart, IBM Blueworks Live, and other industry-leading UML tools.

Qualifications

  • Bachelors degree in related area from an accredited institution (required), or
  • Advanced degree (preferred); and
  • A minimum 6 years of related experience or 9 years of related equivalent experience/training (required); or
  • 10+ years equivalent experience/training (preferred); and
  • Certified Lean Six Sigma Green Belt or higher (preferred); and
  • OnBase Certified API Developer (preferred); and
  • OnBase Certified Advanced Workflow Administrator (preferred); and
  • TOGAF Certification (preferred).

Critical Competencies:

  • Expert experience with digital workflow solutions such as Hyland OnBase or similar.
  • Experience with system integration and data transfer via API, batch file, JDBC, or similar.
  • Strong business process mapping techniques and process streamlining skills.
  • Experience developing and executing complex test plans.
